from 1881 county History
The Keffer tavern, being situated on the road running from Tulpehocken, in Berks county, to Sunbury, in Northumberland county, became a landmark known of all men. It was the rendez- vous of teamsters, cattle drovers, and country produce dealers generally. During the war of 1812, or rather what was then called the Baltimore war, it was the hiding place of drafted men. The saw-mill at the back of the tavern was their retreat. The Keffer tavern, after Joseph Keffer left it, was occupied continuously as a tavern until 1880, when it was destroyed by fire. Among those who resided there were Daniel Harvey, Francis Sporetzer, Nicholas Bretzius, William Hall, Jacob Ernst, Charles Feather, Samuel Kimmel, Jacob Kenemel, John Brown, Edward F. Wiest, William Hechler and Emanuel Jenkin, who resided there at the time of the fire

I think the bell is what they call a "Gremlin Bell". Motorcycle riders hang them on the bies to keep the road gremlins away while on the road.
The Legend Bell or Guardian Bell for Motorcycles

Not completely impossible.
When this was the local Grocery store,

I heard
motorcyclists would stop on occasion, and
hang out, drinking, and generally acting up.
considering the spot it was dug, it could have been from one of them
or from one of the hundreds of accidents to happened at the crossroads
over the years.

Maybe you could post some pictures after you clean it a little bit? I can see some markings on it. May be able to get an approximate date for it or id it for it sure.
