Can anyone help me out with this???

Found these out here in Utah, I hit a couple places near modern and another where the Army was staged during the 1860's.
I found the Eagle button and Token and I cannot pull out anything about them.
If you might know I would appreciate it.

    Thanks & Happy Hunting.

The eagle device looks like a piece that went on a drum. The rope went through the loop. I've also seen one that was sold as an eagle banjo head tension device. I'm not sure exactly which one it is but it is old for sure. Hope someone with more knowledge than me can answer. Put it on the "what is it forum" if you haven't already and let them have a go at it.
