Looks similar to a small vintage Crouse Hinds explosion proof lamp lens. Would be common in an industrial area, not so much in a rural setting.

Looks like a housing for a cars fuel filter.

I thought car because in the 60's someone put a line of 5 or 6 cars from the 40's or 50's as a breakwater on the beach.

I agree. probably a fuel line sediment bowl from a vintage car or tractor.
