194? penny ( it's missing a number), mint error?

I found several wheats and a 1948 roosevelt today, but when I cleaned them , I saw a number missing on one lincoln. I did not know if there was a known mint error like this. P.S. it almost looked like a "3" next to the 4 sometimes. See what you think. Thanks for looking!

I'll do this one more time, I see a 6 in pic 2 and a 5 in 3. Is that 16 ?

I say '45 because of the numeral's relative size in comparison to the '4'. the number 8 on a '48 is larger than the 4 much like the number 9. as far as an error, I say no. I believe that it was a weak strike, which is fairly common, and now exaggerated by the deteriorated condition of the surface of the coin.
