Where would I find a Hallmark?
I guess a general question to start is, is based on the pictures I provided does this look like simple costume jewelry? Is it a mans ring?

what color is the "stone" ? --is there any markings on it -- I say it appears at first glace to be a older mens sized ring .

My guess it's a mans ring simply by the diameter and width of the double band. Clean the inside and almost every precious metal will be stamped to identify it. If you can't see anything, stop at any jewelry store and they'll tell you the metal and the stone.

light blue could be blue topaz or aquamarine or a very light blue sapphire .
