My first reaction is: Who the hell would be important enough, or rich enough in 1920's El Paso to even warrant a chauffeur? Furthermore, I'm guessing El Paso was pretty wild and wooly still in 1920 - why would any old west city organization ever even THINK of registering a chauffeur? Weird. Certainly a paradigm shift for me.
