Lamination error. From coinsite.com:

"A coin with a fragment of metal missing or peeled off the coin’s surface. Caused by dirt or gas trapped in the strip as it is rolled out to the prescribed thickness. Lamination errors may be missing or attached to the coin’s said surface. In the case of clad coins, the outer layer may be completely or partially missing on one or both sides."

Mystery solved. Scratching surface reduces value greatly. Do NOT do that again.

I once tried to clean dug coins with CLR in a tumbler. Pennies and clad. It turned all of the clad copper.

Forgot about CLR and tumblers. You may be right. Only examination of the coin will tell the story.

If the coin is missing the Cladding, the key is determining whether it happened at the Mint or Post Mint! I have seen many Dimes missing the Cladding that were genuine and other that were man made. Many times, folks use acid to remove the Cladding and these are usually done to dupe some unsuspecting Error Coin Collector or Error Coin Collector wannabe out of their' money. Pics may tell the tell but even with them, it is sometimes hard to tell whether the Error occurred at the Mint or was Post Mint! Scratching the surface of the coin definitely does not help any value, especially if done in an area that is highly visible. At the link below, you will find some examples and what they sold for.
