Button help? . . anyone?

Short hunt this morning, found a couple buttons, one is a WW1 era eagle cuff button, and the other one i have no clue on. Spent an hour on google but didnt find any match. Looks like a state button, but i could be wrong.
any help would be appreciated, thanks,
