The badge was worn by workers in shipyards as an emblem of the patriotic service they rendered to the country in time of war. They could be worn only by those who actually worked on ships. As a reward for faithful service, every worker who had fulfilled his (or her) obligations at the termination of the war was given the badge outright in the expectation that it would serve as a souvenir as the worker's contribution to victory.
