Strange Rock with straight lines worn in it

Found this near the Arkansas river. Looks almost like someone used it to spool fishing line on. Any ideas? IMG_20161102_112925.jpg

I doubt lines like that were created with simple wraps. These would require wearing away... UNLESS that black stuff on there is some sort of clay that is hardened?

Heck, I haven't a clue. Kind of does appear to be hardened clay inside the rock though

Wild ass guess - a fossilized scute (from a turtle maybe) still embedded in the rock matrix.

Here's a loose one. Crocodile, armored fish, turtles, etc.

Looking at the pictures magnified it looks like something oil based that has hardened on the underlying stone almost like tar or something like that, possibly an epoxy or resin.See if you can pop a piece off then heat with torch.Give us the results.
