Possibly a post office box address tag. I found one similar, and that's what I was told.

This is pre-credit card !
A carbon receipt was placed in the roller machine over this plate ...... the hand written receipt was rolled down over said plate.
You got a copy and the proprietor had one for the drawer, embossed with your info and purchase !

I remember my grandmother having one when I was a wee tot. Gramps always asked for the carbon copy.
