It's a chingaderra....which is spanish for thingamajig....kinda!

It looks like a piece off of a key duplicating machine. I'm not saying for sure that's what it is but it looks like the part that holds the original key then it lines up with the new key that is getting cut and when it's aligned properly the handle is held and moved to cut the duplicate key. But it could be used for something similar.
