Got a little more from it.
It reads Cotton Mill"S".
So I'm thinking it is the name of the company written around the edge.
"BOXB_K COTTON MILLS"
The "&" sign must be a "B".

I believe it to say "Roxboro Cotton Mills."
Still not sure what "3 sides" means.
There was a mill in Roxboro North Carolina about 45 minutes from area I found it.
Started 1899.

that Would have Been requested to have 3 Sides Made of Cotton.

Not sure though if Cotton Mills Made things,

thanks Jeff, you maybe on to something.
The only thing that made sence to me was 3 sides to a story. One persons side, the second persons side and the truth being the third side. The property I found it on, belonged to a judge. He would have liked that one, and maybe why he held on to it. Your find makes more sence. This will be the first item I am sending to a museum. I called the Person County Museum, NC looking for information on it and they do not have anything like it in their area on the Roxboro Cotton Mills. So I will be donating it to them.

Not a lot better, and could only find the one pic, it came from a expired listing on the eBay Europe site, so no info about the seller.
