Wax seal, no doubt but a bit enigmatic! I don't really see anything that would identify the individual in the carving, unless the squiggly lines mean something? Otherwise it seems to say "You Know It's Me". Perhaps someone's anonymous lover? Most seals were carved so that the seal would be in relief, I believe.

If it's not in relief (can't tell from the photo) then it's the non-functional fob watch bling type. Closer to jewelry than a seal.

You can't see it in the pic but it seems to have been pushed in a bit from what it's supposed to be

Unless the picture is playing tricks on the eye, it's not a seal, just a faux one which is not unusual for this period.
