It looks like a pin that either an individual (driver) wore or it was pinned to the harness or bridle on a horse that were in the service of providing Public transportation via a carriage. I would imagine it could date from the mid to late 1800's all the way through the 1940's or later.

I would imagine that that is not the case but could be wrong. In all likelihood, the horse and/or carriage may have been sold to someone in or around East Windsor and the Pin or Medallion (whichever it is) may have fell off or possibly discarded.
