Silver buckle ?

Hello, I was out at my usual spot today in South shore mass and found this buckle at first glance I thought it was silver but after spraying it with water it looks like it might be plated but I'm not sure. The frame had a slight redish color but dosnt look like it's copper or brass if it is plated. Any info on it would be greatly appreciated. I believe it is complete but have never found a buckle like this before
