Looks like an old set of steps. There may have been a house or cabin at the end of them. Could be a good place to check with your metal detector.

First thing I would do is research the area. Then go up and down from it to see if they lead anywhere.

Rip a little of it up see if its concrete or what that would be cool if it was an old house there usually you will also notice tress that are out of place that someone planted by their house way back when. you could detect the area see if you find some relics.
