Brass Tag Eyeball Find in a Layer of Ash

Nothing terribly exciting here but...

I spied a layer of ash in a hillside cut near the foundation of a long gone post office. The ash layer was in the top 6-8 inches. Adjacent to this location in rural PA IMG_6356.jpg IMG_6357.jpg IMG_6335.jpg was once a railroad siding (Erie RR and later D&H) and a granary. Lying exposed was this quarter-sized disc with a hole in it. A bit of cleanup revealed a beaded design around the perimeter on both sides and the number 77 stamped on one side.

Any ideas? Is this a brass key fob for a room key?
My guess is a cow or a cattle tag?
