I really don't think it is a belt buckle. The head is orientated wrong for a typical belt buckle.
Also, the back doesn't look like it would have attached to a belt.

Yup .. half of a two piece sash buckle. The other half would have had a hook that would mate up with the loop on yours.

It probably would have looked something like this:
