Looks to me like it's a hand-carved native folk art figure.
Is it a hardwood, like teak? Pacific Islands area, perhaps?

If this site can't ID a primitively formed hunk of whatever ( ooh, a mystery metal ), presented with zero information, not even a guess on what kind of metal ( doesn't look like metal to me ), where it was found, plus associated with stone circles, which always adds excitement and draws a crowd, no one can. Good luck to you on your Quest, Pilgrim.
