I had another look & although you can tell its all hand forged it does look somewhat like other garden tools from the 1940s.

Very neat and well made. It looks like it was lost before it was used very much judging by the crossbar still being straight. I would think it would have bent fairly easily where the center "tine" connects to the frame.
Speaking of the center "tine", it looks like it had a 90-degree bend to the end where it connected to the crossbar so it could be locked into place by pounding on it with a hammer.

Can you tell what type of metal it is made of? (The corrosion makes me think iron but knowing it would be used around water, the maker might have used brass?)

Nice 7 tine spear.
The region recovered in may have collectors that can I.D, it.
If not , there are collectors that know more common (common as in popular during varied eras).

The tang could be inlet into a handle. That stands out as fancy work. Many socketed spears just had a hole in the ferrule.

Good barbs on this example.
. Many "new" spears have bad ones. Short , and or cut from edge of tine and pried outward. Cheap method, but art meets science falls by the wayside...

The tines (except center ,another nice flare/example of the builders "touch") are set like some spike harrow teeth were.
