Lead Railroad Seal

My guess was a bale seal (because I have no idea) but I believe it’s a railroad seal. Looks like CPR-which could be Canadian Pacific. And the back says 871, maybe cart number? If anyone has any information on lead railroad seals and even this one (age etc) that would be a awesome. Happy Hunting
