Looks like a rather poor copy of a colonial 'cob' coin. This one happens to be an 8 Escudos of Felipe V from Peru from the 1700s (for loose comparison only):

Keith, I have one just like it. Took me thirty years or more to figure out what it was. Wasn't until coming on to Tnet that I got an answer. Just a repro. My guess is yours has a seam around it too?
