First pocket watch and a what's it

I snuck out of the house for two hours and hit my usual spot near the house. Two hours isn't enough to cover much of the large area I hunt, but I did manage to find an old pocket watch and some sort of tag. As you can see the tag has what appears to be an Indian in the center and 13 stars around it. Not sure what it is but I saved it. Thanks for looking.

I can't tell much about the watch except that it is in poor shape and seems to have been burned. Either a house burned down in that area or someone threw it in a camp fire because I found a lot of burned wood in the hole I dug. After looking at the picture I posted I can see something in the clear spot aka non burned area. It looks like some sort of design. I have no clue how to clean it. Any ideas?
