NY State Militia Button (Excelsior) c. 1820-1830 and Silver Buckle

This brass buckle is only 1/2 covered with a silver plate. The thing is big about 3 1/2" square. Is this a coat buckle? The button is a NY State Miltia button ID'd on the What is it site. I believe it says "Excelsior" on the front in a semi circle under the Eagle. The top back says "EXTRA", olive branches run along both sides 1/2 way up to where it says EXTRA. There are more letters in between the shank and olive branches along with a decorative semi circle above the top of the shank. Sorry the back won't scan because of the shank.
