Nope, it's the "spinner" portion off of a Las Vegas keychain. The die was anchored by two bars and set into a metal circle and you could spin it around. Probably not silver, but definately heavy. I have one in my desk drawer right now from my last trip. Nice find!

Yup I have the same keychain from LV. There is a pin that runs all the way thru the die, it spins amid a "gold" circle.
Cool find, though!!
