Per the Atwood catalog of transportation tokens, yours is IL 685F. It says the Illinois Power Company sold the Peoria streetcar (and apparently bus) system to the Peoria Transportation Co. in September, 1946 and the streetcar part of the business was discontinued the next week. Peoria Transportation Co. operated the system until December, 1951 when they sold to Peoria Transit Lines. Your token therefore was made somewhere between October, 1946 and December, 1951, probably in the earlier part of that range. Atwood also says that the use of tokens was discontinued in August, 1953. They show a catalog value of 15¢ which probably is about 10% of current collector value.
