It was made at a Carnival Or other place where they had a Machine.

You put your money in the machine.

Turn a Dial to the Desired Letters & push a Button, or Pull a Handle
like on a slot machine, and Make it yourself.

I'v seen the machines in the 60's & 70's,
and would say yours is from that period also.

on most the Center says Good Luck on one side & a Four Leaf Clover
on the other.
The fact that one says TRAVEL BY BUS, the machine was
Probably at the Bus Station.
