I'm going to say it's a merchant trade token for a privately owned business. It's hard to say if it's local or not.

If you search - you can find a billion samples with a different vendor on the backside IAsoldier. However, I have yet to find one that has the "c" on the left of "5." All the ones I have found so far have the "c" on the right of "5."
