Looks hand engraved.....maybe home made? Check with Oddcoins. He's a dog tag guy. There's a post of his under this one that has a lot of info on vintage dog tags.

Yeah, that looks more like a dog's ID tag, not the tax tag or license tag.

By the metal's porous damage I'd thing it is more modern "pot" metal, probably not from 1906.
