what beach are you talking about? Because certainly there are different types of beaches: Ie.: fed owned, state owned, county owned, city owned, and private owned. So you need to be specific on which entity's beach you are referring to. And also, where did you get the information that it's "not allowed", to begin with?

The only dunes I know about are at exit 26 off of I 94 and go north. You run right into it. However, there is another beach 4 miles east. Instead of going straight to the dunes take Rt. 12 east about 4 miles and turn left at the sign indicating the beach. I have been to that one 3 or 4 times without any issues. I also have found, to date, 82 cents, one sinker, and a mountain dew can buried about a foot down(I'm not kidding.) Until I find something of value I won't pay to park like you have to at the dunes.
