obtaining salvage claims

Does anybody know how to obtain a salvage claim or get permission to dive a specific wreck? Is there any books that can lead me in the right direction?

That is too general a question to be answered accurately.
Ask in the shipwreck forum and state the general locality <country/state/region/island> and the approximate date of the wreck if possible. There are so many different answers depending on where it is and (unfortunately) who can lay claim to it that a general answer is useless.
