Unless something has changed recently, you can hunt from base of dunes to mean high tide.

I went down to the McLarty Treasure Museum, which is the site of the survivors camp, and the park ranger told me that you can hunt from the surf line to the high tide line. No one on any Florida beach can tell you to leave. Just don't go into the water or up into the dunes.
