County register of deeds.....Find out who owns the surrounding property and then the clerk will be able to help you out.

yes and if its a small town if you have an address and talk reall nice they give up tons of info on the people in the twon and other places to detect. but dont spill to much info about why you want to know or they make snap their mouth shut like a big bear trap. LOL
