Here is the cover of the report from chief of mines to President Tubman on Gold production.

The positive thing from the report it highlights why gold production figures fell from the previous year and the problem why those figures fell. Because high labor costs and low price set for gold in Liberia thus increasing illicit gold smuggling out of the country. With shipping in control of the president of Liberia and no commercial Airline travel. The only solution to smuggle gold out of Liberia was through the Army Air force.

So without gold shipments may been smuggled though army air force.

In 1945 It would be very tempting importing gold from Liberia with potential make 30% profit per ounce. But that profit evaporated when this Dakota Disappeared on December 4th 1945.

Old Crow here is all in a flap because he realizes he has zero talent for decoding ciphers. So in my bird brain confusion I am inviting all and every one who has or thinks they have a talent for breaking codes to have a go at breaking the code. No shame in having ago as old crow has lost his feathers over it. So now I offering this to all those out who love trying to solve riddles.

The cipher below may or may not alludes to gold shipments or even to an assassination or even cold war intrigue.... How ever it may or may not be of any value at all?

We just do not know until the cipher is cracked....So its open to all who seek

If you had one of the Signal Corp's machines to encode these messages then you could solve the code in a matter of hours or at least two or three days. They had to change their "KEY" every two or three days because the enemy could crack the code that quickly. To solve this message. You need one of the encoding machines, the "KEY" word or words up to 25 digits long. Then it can easily be solved. But without the "KEY" you would have to solve in the reverse order to find the "KEY." The "KEY" can be any amount of letters up to 25 letters. Say, "DECLARATIONOFINDEPENDENCE" which is 25 letters. But they could have used like, "USCONSTITUTIONUSCONSTITUT" Words or phrases less than 25 letters start repeating until you get 25 letters.

Also very plausible also. In all the records of President Tubman of Liberia that is only one not translated. The message came from New York. I was mystified in al the radiograms recorded in his files that was one that had no translation.

The treasury department via the bank of Monrovia made inquires about the procedure of exporting diamonds from out of the country. So al precious metals diamonds had to be cleared with customs to pay duties the treasury department and the office of the president. All gold shipments exported had to be ultimately approved by the office of the president. As this give an example of below.

So in theory if this shipment of gold in December 4 1945 was official there should be a record of it either in the customs treasury records or office of the president records.And perhaps in the Bank of Monrovia accounts.

Most likely, each five letter block did not translate to one word. You take a sentence, say "SEND THE GOLD STOP". You then remove the spaces and divide all the letters into five letter groups. SENDTHEGOLDSTOP = SENDT HEGOL DSTOP. The five letter groups would then be encoded. This way, you don't get any easy to guess two or three letter words. I remember sitting in class wearing headphones, listening to five letter/number coded groups in Morse Code, and having to type them at 25 groups per minute with a blinder over the keyboard of the teletype. I was close to 50 gpm in Morse Plaintext, because your mind can usually guess the word after the first couple of letters.

So.....what's not encoded:
1. CLARK BABBIT
2. CHRISTIE
3. CENTENARY; its funny that Liberia's 100th Anniversary of their independence was 26 JULY 1947. Nineteen days after this telegram. That leaves about two possible explanations for the telegram:
A. Nothing to do with gold shipment. Maybe just something to do with Babbit, Christie and something they were doing for the Centenary.
B. Maybe they wanted the gold move to be completed before the Liberian Centenary on 26 July.

Without a cipher pad for that hour/day/date/year, there is no way to really decode it.

Gidday all Thank you all for your opinions it has been of great help understanding the context of the cypher and helped me understand what relevance it has to what I am searching for. In this case of the December 4 1945 gold shipment is Very little connection except other Christie was at the Army air force base this flight left 5 months later. The Cypher pertains most likely to the Iron ore agreement Christie and Co was chasing perhaps wanting an agreement in place before Liberian Centenary in 1947.

However that is all part of this type of research digging for the facts.

While the Newspaper are useful tool in fleshing out potential treasure legends or leads. It is easy even with newspapers to exaggerate information that is why its always useful to hunt down original documents.

All newspaper pertaining to this alleged gold shipment yet all papers follow suit as it was fact....

So what can we concluded from this there was no shipment of gold from the Bank of Monrovia on December 4 1945 on the day of tragic flight. Both of the above gold shipments no 5 and no6 arrived and verified as revived. So even tho that some flights did carrying gold shipments. The December 4 flight from Monrovia to Accra did not.

Not at least officially. But without confirmation is all we have is a legend.

Thus for me the case of the missing gold shipment is closed.....
