Looks like a corner marker to me, if that's a drill hole it could be just to identify it as a corner marker, horzional drill holes seem to give information and may be 3" across and have a round bottom, all the information you have will help, so far its a corner marker, I would look at the direction and go at least 1/2 mile for another, need the direction on both boulders and a lots of photos and degrees
