Unusual rock placement

Any ideas why someone placed these rocks on the Boulder? They mimic the peak above them. There are two mines fairly close by.

For starters where you located?

This is located in the Chiricahua Mountains in se Arizona. Smugglers and other crossers come through here.

It's an area with lots of varied cultural impacts; apaches, miners, spainards, cattlemen and cattle rustlers, etc

Stay with me here lol could be nothing but its defiantly something!!! My first thought is maybe the rock its sittin on symbolizes a cave... An that the cave is up there on that peak to the left, and its gonna lead u underneath the peak, where u will either find a buttload of treasure ir maybe a new way to enter 'Meric!!! I sort of had the same idea, that it was something meaningful about what could be found on the peak.

In South Texas, Illegals construct and use these as waypoints.

Its more inconspicuous than tying a scrap of clothing to scrub brush.
