Randy,
Doesn't a turtle with all the legs and head and tail pulled in either a sign of danger or tells of hidden signs or other hidden objects?

there's an opening beneath this cement. we found a skull of an animal inside. no other skeletal parts found. could this be a marker?

Is this "turtle" in a wash?
If so I realy don't think it (the skull) is a marker as it would not have been placed in a position to be exposed to that kind of thing.

NO! An animal skull won't last that long, why would someone use it as a marker?

Looks like a crock crawled up in there and died :)

Sorry, what led you to the conclusion that this was cement and not a naturally weathered rock? Can't quite see the pics.
