Although that one only folds once. I've never heard of folding keys before. What were they used for? I bet Treasure Chests!!!

Another thought - I have at least three a day 
- did Dugan's retirement perhaps allow him the time to take up his newly found hobby of 'treasure hunting' using confiscated maps?
Did he stay in town - or suddenly move away?
