This looks like a double struck 1973d penny. Is it worth anything?

Sorry! The 1973d was a typo which I can't fix now. It is a 1978d penny.

In some ways it looks like the back of the penny image has been glued to the front, but I can't figure out how anyone could do that.

Pretty much what you said, a gob of glue and the reverse of another cent was stuck to it.
