I'm fairly confident in identifying it as a Hand Carved, Wooden Folding Knife, probably Americana Folk Art.

There are wooden knife kits you can buy and assemble for about $10. But as far as I can tell, this is not one of them. Looks to be made from scratch.
I don't think it's possible to put an accurate value on that knife, if it has a value at all.
