Williams painting

I got this oil painting signed "Williams" and it has a certificate saying it was purchased in 1978 by someone. Any idea of the value and I would be willing to sell it. Please help.

Can you tell what it says (on purchase certificate) below "has purchased on date indicated an original painting by" - that would help greatly when searching.
