Antique Ship Wheel Help Please

This ships wheel was purchased in New Zealand in an Antique Shop around 1985, and has been given to me. I can only find reference to 2 vessels - the HMS Terror and a Sailing Boat. Its too large to be from the sailing boat and the HMS Terror was lost at sea - unless it came from an earlier refit. Does anyone have any ideas of the origins of this please? Would be most appreciated as I'd like to find the history of it

The design of the insignia looks a lot newer (more modern) than the wheel.

doesn't look like it was out to sea very long if ever from here. Also don't see any wear on the handles. I'm guessing it was always an ornamental piece from the start.
