My guess(and I do mean guess) is Egyptian and looks like a beetle shape. Would like to see some other views. Repeat: this is a guess.

There for a minute I thought is was both halves of a Turtle Shell that was carved.

Welcome to TreasureNet! It definitely has the Scarab Beetle shape. One side is the cartouche maybe?
In all probability, it means “This is a tourist trade item. Please pay the cashier as you exit the building!”
