I was giving this about 20 years ago.
It's very hard to see and I had pictures taken.
The picture frame is 18 wide by 14 3/4 high.

I agree that the signature looks like “IMBlack”. This is meaningless by itself. In the late 1800s, several black artists used the moniker, as have a few in the 1900s.

A better idea of which artist painted this would be easier once you take several images with proper lighting. Direct light from any direction is not a good thing. Indirect, diffused light will make your images clearer and more distinct.

Time for more coffee.
