Bookmarker?

I was thinking that this may be a book marker. I found it about 4 inches deep hunting a site in NC. seems to be made of copper with white paint on the back and some gold type gilt on the front.

is that two pieces? inner and outer? does look like a book mark!
Nice find! I'm sure local libraries would be happy to find out if it is or not!
