Sure is - growing up in a strict Italian Catholic (shhhhhh! ) house, my mother had one just inside the front door. Surprised we didn't have 'em in every room...

Re: HOLY WATER holder ?
It is a ceramic "wall pocket". They were very popular in the the 1930's and 40's. They were hung on the wall and actually used for rooting plants. That does appear to be the use for yours also. Looks like potting soil was there before.
Here is a link to a similar one on EBAY.

Re: HOLY WATER holder ?
Think it's a Holy water font. Catholics hung 'em by the door in the early days, filled them with Holy water and gave themselves a blessing when leaving and entering the house. Also used near shrine or meditating area within the house. I know my Grandma had one.

Re: HOLY WATER holder ?
I've got to get out more. What's a Catholic? Just kidding but we didn't have any in my part of Alabama when I was a boy. Had to join the Uncle Sam's Army to meet my first Catholic. Also my first Cajun and Polish alphabet name dude that I just called Z because his name had a hundred letters, Puerto Rican, guy from New York City who had never seen a live cow or eaten a "mater sammich", and so on and so on. In Alabama, its a Wall Pocket. Still a wall pocket either way but this one is for keeping the holy water and not plants.
For all you ney sayers here is a link to another WALL POCKET!!!! Also called a font. In the good ole south a wall pocket was for planting plants indoors but I can see the use for the water also.
