Military eagle-what was it used as?

? I purchased this at trade day a couple of years ago.How was it used and by who?The strap on it is about 29 inches long doubled and appears to have gone around the body or something else.The part that the eagle is on is leather backed.

Can't tell if there's a pocket behind the eagle, but similar items were and are used as part of a dress uniform, eagle goes over the guard of a ceremonial sword.

Very interesting idea,decoration for a parade horse.Have you seen something like this?Would it be for a funeral horse or just parade?

I can't tell how big it is,So I just came up with an short answer...It would make a nice parade horse decoration on the chest of the horse while wearing some type of uniform of sort whlie you are riding.Just a idea.....
