Can you Identify what this was used for? some type of bucket?

here's a unknown item seen at a local antique store and I am not sure what it is. They have it marked as a WWII water bucket

Im guessing it's something from a farm or used in agriculture?

I think that if it was military there would be a mark somewhere on it. Could it be a feed bag for a horse?

It looks like a military water bladder. Any sort of spigot towards the bottom?

There is writing on it. Appears to be NER or NEA on one line. 110.19 on another. There is more writing/paint but I cant make it out.
My first thought was something fits in it and the top 1/4's are folded together to strap it closed, maybe a canister of warm food/soup. Interesting, hope you can solve it. Good luck.
