For whatever it was used, it was 'mammy made,' and also has some age to it because of the white patina. Interesting find, Breezie

If it was wound with copper wire I would say it is a transformer...since it doesn't have the copper wire I don't know what it is. That is the first thing that popped into my mind though. Someone will know what it is I'm sure...Good Luck

Can the cylindrical part roll around the "axis" part that folds over it?

    My Guess
All Lead, Means it wasn't made to take alot of Weight.

Bottom Reminds me of a Gromet type Application.

I'm wondering if it's from an Old Tent or other
    canvas or Leather Thing-A-Ma-Jig

Just curious... Did you find it in a woods with mature trees (70+ years old) or in a "used to be a farm field" woods?

A lot of the woods around here in northern Virginia were farm fields 50 or 60 years ago but have grow up substantially. We find farming related stuff in the woods that at first seems out of place.

Whatever this piece is, someone did some signficant engineering on it. I thought it might be a counter weight off something but they took too much time trouble to make this item for it to be a simple weight.

This maybe way out in left field, but could it be a homemade battery cell? Breezie

pic #2 on the left side of the pic has a witness mark indicating that this object was hung or lashed by a wire that went through the center hole. Pic #3 shows the same witness mark on the right side. The fact that the mark shows a raised edge deformation establishes that it wasn't restrained by a string. The addition of material in the center of what looks like a lead pipe, indicates a specific weight may have been desired. Hope that helps point to a solution for this curiosity.
